With the regulation of the fixed-odds betting sector in Paraná, ‘sports bettings,’ a series of rules were created with the aim of providing greater security for bettors and greater legal certainty for lottery operators. In addition, lottery modalities represent a new source of revenue for the state, which can reinvest part of these resources in improving the quality of life for the population, especially in the areas of affordable housing, public safety, and social actions, without the need to increase taxes. The measures accompanying the regulation are mandatory for lottery companies authorized to operate in the state. In other countries, such as Spain, the United States, and the United Kingdom region, regulatory measures are a reality. The modeling adopted by Lottopar in the structuring of the State’s public lottery was based on internationally recognized best practices in already regulated markets.

Just like in the United Kingdom, here in Paraná, companies need to obtain a license to operate, present an operational plan, monitor suspicious bets, and submit a periodic report on their activities, to ensure that Lottopar fulfills its supervisory role and that practices of currency evasion and money laundering are curtailed. Credit card payments for bets, already prohibited in the United Kingdom, will also not be allowed in Paraná, a measure aimed at protecting bettors from indebtedness and ensuring the integrity of authorized operators against possible fraud.

In the United Kingdom, ‘sports bettings’ companies are obligated to adopt a system that monitors suspicious and non-standard bets, and it is precisely this monitoring that alerted to a possible violation in bets involving a professional soccer player. This alert was issued to the anti-corruption authorities of the United Kingdom, who then initiated investigations. Here in Paraná, a similar platform, contracted by Lottopar, will also perform this monitoring. This unprecedented management, monitoring, and payment platform in Brazil will be mandatory for lottery operators. With this tool, it will be possible to monitor in real time, 24 hours a day, seven days a week, uninterruptedly, all lottery activities in the State, which will allow promptly detecting possible signs of suspicious bets. In addition, with the platform, it will be possible to monitor bank transfers, track not only deposits and withdrawals but all bets through a unique verification number, with the transfer of credits between bettors prohibited. Finally, the platform will also track suspicious or unusual activities related to bets, curbing practices of currency evasion and money laundering.

Pioneering

Paraná was one of the first states in the federation to regulate fixed-odds betting and also a pioneer in the use of an integrated monitoring, management, and payment platform, thus ensuring greater control of lottery operations and more transparency. In addition, another pioneering initiative is the accreditation of testing and certification laboratories, which allows laboratories from around the world with proven quality standards to work together with authorized lottery and sports betting operators in the state, conducting tests and issuing certifications in the jurisdiction of the State of Paraná.

United Kingdom

In the United Kingdom, betting shops were legalized in 1960, and in 2005 a Gambling Commission was created to regulate the practice in the region. Eighteen years have passed since the start of this process, and with the imposition of these rules, the market has become safer and more transparent. The sector in the United Kingdom employs 110,000 people. In taxes alone, the equivalent of R$26 billion is collected annually.
